Your social-icons class looks bad in IE9, at least in “admin_3 default”, where it is shown in the footer. The icons are missing, instead you see bullets without any text.
We have tested this using theme versions 4.5.4 and 4.6, internally and externally using netrenderer.com. You can check it out for instance on http://keenthemes.com/preview/metronic/theme/admin_3/page_general_pricing.html

As we checked the above page using IE11 by simulating IE9, IE10 modes the icons looked OK. Can you please try to test with real IE9 device or try to simulate it with IE11 ? Please note that we are not technically able to track all possible issues with different IE9 versions for different Windows XP service pack versions. We mostly refer to IE11’s emulation modes.
I can confirm that it happens in a real IE9 running on a fully patched Windows 7 — we also double-checked with netrenderer.com to confirm that it was not a problem with our test machine.
